At the civil Affairs office within 1 hour after she was handed over to us. Noelle had a three hour bus ride from the orphanage, and it was warm and humid, she bonded immediatly, and never cried once! An answer to prayer! Thank-You, all of our dear friends for interceding on our behalf, we know it made all the difference in our adoption experience!
